so when an amp is 5.1, does it go without saying that it also handles pro logic?

AFAIK, all Dolby Digital decoders have DPL functionality (for performing 2 channel downmixing etc). While I suppose it's possible to have a 5.1 decoder (5.1 isn't necessarily Dolby Digital, it could be DTS or MPEG) which has no ProLogic capablity, I don't know of any AV receivers like that - if it does Dolby Digital, it should do ProLogic.
Only the latest AV receivers will do ProLogic II however!

A huge improvement on Pro-Logic. The main difference is that it offers stereo, full range surrounds as opposed to Pro-Logic's mono, bandwidth limited rears. Check out http://www.hometheaterhifi.com/volume_8_1/dolby-prologic2-3-2001.html for allyou ever wanted to know about DPL-2
